This is a heavy duty steel 1/2" Anvil & grommet setter. for either fabric or light 2-3oz leather. This is what professionals use when setting grommets by hand. 
 
This setter can all set Spur dies. These are grommets with spurs or teeth all around the inside rim of the washer that lock into a rolled edge on the barrel part of the grommet. As a result, they will not easily pull out of the fabric. This die set will last a lifetime with proper care.
